Coast Guard patrols Chicago River with mounted guns

The mayor and Chicago's top cop say they don't want Chicago to feel like a police state during the NATO summit. But people who live in the city, and tourists alike, are getting a bit of shock. Not so much on the streets, but on the water. Coast Guard boats with mounted guns and officers are randomly stopping boats and even boarding them.
